From the perspective of the scope of the planning land, there are two major problems as follows:
The general plan does not consider the old city commercial center and the new city commercial center between the old city commercial center. Function and interaction, lack of connection between land use plots on both sides of the planning important corridors.
The scale of commercial land around Shangqiu Station of Zhengzhou-Xu High-speed Railway is too large and impractical.

The planning is mainly for the development of South-South Zhongzhou Road, and the east-west road to song city road as the auxiliary direction, and the planning structure is "two axes and three centers".
Two axes:
North south development axis: relying on the international trade city of Golden Trade Center, Yingtian Trade Exhibition Center.
East west development axis: relying on the East-West planning of song city road, the ancient and modern development axis of large-scale tourism projects such as gathering tourism culture and commerce, etc.
Three hearts:
The base forms the functional core of driving the development and construction of surrounding areas in different stages of development.
Transportation distribution center: driven by BRT public rapid transportation, it is necessary to set up rail transit stations for long-term cities, and to develop high-density commercial and other public functions around the commercial city and to radiate the high-quality development and construction of surrounding land.
Medium and small business center: with the gradual improvement of facilities, the tourism interaction of the ancient city of Commerce and trade gradually mature, the construction and development of the surrounding areas of the traffic distribution center has bottlenecks. The whole base needs to introduce new industries to stimulate development and construction. It is planned to suggest that the tourism and vacation introduction department should be divided into high-end service industries, forming a center for small and medium-sized office gathering, and driving the development of surrounding real estate. Yingtian Trade Exhibition Center: with the development and construction of the trade center area and the gradual formation of tourism in the ancient city, the demand for exhibition and culture facilities will be formed. It is suggested to build a public activity center with business, exhibition, culture and other forms gathered in the south side of the base and combined with the green and open space system of Yingtian park, The development and construction of the ancient city tourism and trade city play an important role in improving the quality and forming the link for the development and construction of the whole Shangqiu City.
